U.S. Government Gang Stalking gets neighbors and people in the neighborhood to employ Gaslighting tactics - using items around their home, including lights as Anchors (stimuli all the Gang Stalkers use - RED - most frequently).
The Gang Stalking/MOBBING takes place in the context of ordinary events:
The target leaves her home - a neighbor pulls up to a curb or into or out of their driveway.
They try to have a Gang Stalker there at the target's entries and exits, passing by, coming out of the door of their home etc.
These tactics are the kinds of things we see in totalitarian regimes like Russia and China.
